A deck that focuses on generating a lot of mana quickly, such as a ramp deck or a control deck with mana acceleration, would benefit from including Whimsy because it can potentially provide a high value for the mana invested. However, there are other cards like Expansion // Explosion or Finale of Revelation that offer more reliable or powerful effects, making Whimsy less likely to see competitive play in most scenarios.
