A deck that focuses on casting a high number of noncreature spells would benefit from including Mage-Ring Bully, as its Prowess ability allows it to grow in power with each noncreature spell cast. However, there are potentially better options available, such as Monastery Swiftspear or Soul-Scar Mage, which offer similar abilities but with additional benefits like haste or the ability to place -1/-1 counters on creatures. If, during its controller’s declare attackers step, Mage-Ring Bully is tapped or is affected by a spell or ability that says it can’t attack, then Mage-Ring Bully doesn’t attack. If there’s a cost associated with having it attack, its controller isn’t forced to pay that cost. If they don’t, Mage-Ring Bully doesn’t have to attack.
