Lieutenants of the Guard would be a great addition to a white weenie or token-based deck in Magic: the Gathering, as it provides flexibility based on the voting mechanic. However, in a competitive setting, cards like Hero of Bladehold or Captain of the Watch might offer more consistent value for their mana cost. Lieutenants of the Guard could still see play in casual or themed decks looking to utilize its unique Council's dilemma ability for fun and unpredictable gameplay.

Because the votes are made in turn order, each player will know the votes of players who voted beforehand.

If a creature with an enters-the-battlefield council’s dilemma ability leaves the battlefield before that ability resolves, players can still vote for any option that would put +1/+1 counters on that creature, even though—or perhaps especially because—those votes won’t generate an effect.
