Slumbering Tora, Artifact, designed by Doug Chaffee first released in Feb, 2005 in the set Betrayers of Kamigawa. It's currently being selled by the minimum price of 78.24.
A deck that focuses on Spirit or Arcane cards with varying mana values would benefit from using Slumbering Tora, as it can be a versatile and potentially powerful creature. However, there may be better options available depending on the specific strategy of the deck, such as Higure, the Still Wind or Yosei, the Morning Star for Spirit-focused decks, or Umezawa's Jitte for artifact synergy. Whether Slumbering Tora should see play ultimately depends on the overall synergy and effectiveness of the deck it is included in.

A noncreature permanent that turns into a creature can attack, and its abilities can be activated, only if its controller has continuously controlled that permanent since the beginning of their most recent turn. It doesn’t matter how long the permanent has been a creature.
