A dragon-themed Commander deck with a high density of Dragon cards in the library would greatly benefit from including Ureni's Counsel as it can potentially reduce the cost to cast it significantly. However, more efficient cards like Urza's Incubator or Dragonspeaker Shaman might be stronger choices to ramp into dragons quicker. Ureni's Counsel could see play in niche Dragon tribal decks that focus on library manipulation to take advantage of its reduced casting cost.
