About Chief Engineer
Chief Engineer, Creature — vedalken artificer, designed by Ryan Barger first released in Jun, 2002 in the set Magic Online Promos and was printed exactly in 4 different ways. It's currently being selled by the minimum price of NZ$ 3.13.
This card would benefit a deck focused on artifact spells and creatures, allowing for more efficient casting by tapping creatures for mana. While Chief Engineer can be useful in certain artifact-heavy decks, there are potentially better cards like Grand Architect, which not only provides mana for artifact spells but also buffs artifact creatures. Chief Engineer could see play in decks looking to maximize artifact synergy and mana efficiency, especially in combination with other cards that benefit from tapping creatures for mana.
Rules

When calculating a spell’s total cost, include any alternative costs, additional costs, or anything else that increases or reduces the cost to cast the spell. Convoke applies after the total cost is calculated. Convoke doesn’t change a spell’s mana cost or converted mana cost.

Because convoke isn’t an alternative cost, it can be used in conjunction with alternative costs.

When using convoke to cast a spell with in its mana cost, first choose the value for X. That choice, plus any cost increases or decreases, will determine the spell’s total cost. Then you can tap creatures you control to help pay that cost. For example, if you cast Worldsoul Colossus (a spell with convoke and mana cost ) and choose X to be 3, the total cost is . If you tap two green creatures and two white creatures, you’ll have to pay .

Multiple instances of convoke on a single spell are redundant.
