Plasma Cascade would fit red-based spellslinger, graveyard, madness, reanimator, or Phoenix-style decks that value turning an unwanted card into a new draw while triggering instant/sorcery payoffs; it is also a solid Limited card because it removes many creatures and smooths draws. In most Constructed formats, though, three mana for three damage is inefficient: `Lightning Strike` is better when cheap damage matters, `Abrade` is better when artifact removal is relevant, and `Torch the Tower` or similar one-mana removal is generally preferable in formats where it is legal; cards such as `Faithless Looting` are better if the discard-and-draw effect is the real goal. Plasma Cascade could see play in Limited, casual decks, or a specialized graveyard strategy that specifically benefits from discarding, but it would probably not be a competitive Constructed staple unless its format lacks efficient red removal or strongly rewards its discard clause.
