Witch's Mist, Enchantment, designed by Ittoku first released in May, 2007 in the set Future Sight. It's currently being selled by the minimum price of NZ$ 0.61.
A deck focused on dealing damage to creatures would benefit from including Witch's Mist in order to have targeted removal available. However, there are more versatile and efficient options such as Murder or Doom Blade that are likely better choices due to their lower mana cost and broader applicability. Witch's Mist may not see play in competitive decks unless there is a specific strategy that relies on dealing damage to creatures consistently.

If all damage that would be dealt to a creature is prevented, no damage is actually dealt and that creature can’t be targeted by Witch’s Mist.
