At the end of your opponent's turn, play Paradoxical Outcome and return enough permanents so that you have a total of 13 cards in your hand when you draw your cards.
At the beggining of your Upkeep, Triskaidekaphile's ability will win the game if you have exactly 13 cards in your hand.
