You need to have a number of nonland permanents equal to half the number of cards you need to have 13 cards in your hand. At the end of your opponent's turn, play Paradoxical Outcome and return enough permanents so that you have a total of 13 cards in your hand when you draw your cards. At the beggining of your Upkeep, Triskaidekaphile's ability will win the game if you have exactly 13 cards in your hand.Edit combo

It should probably be noted that this only works if you have an odd number of cards in hand after casting paradoxical outcome, because you receive a number of cards equal to 2×the number of permanents you returned, which is always even. If you try this with an even number of cards in hand you can get to twelve, or fourteen, but never 13. Two even numbers never add up to an odd number.
