You need to have a number of nonland permanents equal to half the number of cards you need to have 13 cards in your hand. At the end of your opponent's turn, play Paradoxical Outcome and return enough permanents so that you have a total of 13 cards in your hand when you draw your cards. At the beggining of your Upkeep, Triskaidekaphile's ability will win the game if you have exactly 13 cards in your hand.
