Balin, Loremaster would fit best in a red-based Dwarf tribal Commander deck—especially one led by **Magda, Brazen Outlaw**—or in an artifact/legendary-heavy Boros, Rakdos, or mono-red deck that can reliably enable Storied while repeatedly causing Dwarves to enter the battlefield; it is effectively a tribal hand-refresh engine that becomes a finisher when you empty a large hand and have an enduring story. However, at five mana it is probably too slow for competitive formats, and even casual Commander has stronger options: **Wheel of Fortune** and **Reforge the Soul** refill your hand more efficiently, while **Magda, Brazen Outlaw** is vastly better as a Dwarf build-around because she generates Treasure and tutors powerful artifacts or Dragons; **Realm-Scorcher Hellkite**?
