A deck that focuses on controlling the top of the library and manipulating land cards would benefit from including Callous Deceiver, especially in a blue-based control or tempo deck. However, there are better cards available for similar effects, such as Delver of Secrets, which provides a more consistent and powerful threat. Callous Deceiver may see play in more casual or budget decks, but in competitive settings, other options would likely be preferred.
