Donatello, Turtle Techie (3U) fits best in a blue-based artifact deck—especially Commander builds that consistently run mana rocks, equipment, or value artifacts—because it reliably replaces itself when you already have an artifact, making it a low-risk value creature in artifact-centric midrange or tempo shells. Decks like Urza, Chief Artificer; Urza, Lord High Artificer; or Emry, Lurker of the Loch would make better use of it than generic blue decks, since they naturally enable the draw trigger and often care about artifact synergies.
