**Fateful Tempest** fits best in a red-based Commander deck that either (1) manipulates or exploits its graveyard (spells-matter, flashback, jump-start, delve, escape, or reanimation shells) or (2) stacks high–mana value cards on top of the library to convert “past” votes into large bursts of damage. Because opponents choose the mode, the card is somewhat political and inconsistent, so it works better in multiplayer Commander than in 60‑card formats.
