Fisk Tower is essentially a white‑black (Orzhov) dual land that always enters tapped and gains you 1 life, so it would fit best in slower Orzhov midrange, control, or life‑gain‑synergy decks that don’t mind a tapped land and can marginally benefit from incidental life gain (for example, decks triggering cards like Ajani’s Pridemate–style effects or stabilizing against aggro). However, in most competitive formats there are strictly or functionally better options—such as Godless Shrine (shock land), Concealed Courtyard (fast land), Shattered Sanctum–style duals depending on format, Caves of Koilos (pain land), Isolated Chapel (check land), or even Scoured Barrens, which is nearly identical but already exists—because many of these either enter untapped under common conditions or provide greater flexibility.
