Mage Tower Referee would fit best in a multicolor-heavy aggressive or midrange deck—especially something like Boros, Izzet, or five-color “goodstuff” builds in Limited or casual Constructed—where you can consistently cast multicolored spells to grow it into a sizable threat over time. It’s strongest in environments with a high density of gold cards (such as multicolor-themed sets like Ravnica) and works better in go-wide or tempo shells that keep applying pressure while incidentally scaling it. However, in most competitive Constructed formats there are stronger two-mana creatures that either grow faster or provide immediate value—cards like Tarmogoyf, Ledger Shredder, Voice of Resurgence, or even Scavenging Ooze tend to be more impactful because they don’t rely specifically on multicolored spells to scale and often generate value right away.
