A deck that focuses on disrupting the opponent's strategy through hand manipulation or graveyard interaction, such as a control or discard deck, would benefit from using Perish the Thought. However, there are more efficient options like Thoughtseize or Inquisition of Kozilek that provide similar effects at a lower mana cost, making them better choices in most cases. Perish the Thought may not see much play in competitive settings due to its higher mana cost compared to more powerful alternatives.

If the targeted player’s hand is empty, you can’t choose a card for that player to shuffle into their library. No shuffle occurs.
