Manhole Cover would fit best in reactive, tempo, or control-leaning decks that want to protect a key creature at instant speed while also retaining late-game utility, such as Azorius Control, Jeskai Tempo, or certain midrange shells that rely on a single high-value threat (for example, a finisher like a planeswalker-animated creature or a large threat that must survive removal).
