Carrier Pigeons fits well in a control or tempo deck that focuses on card advantage and maintaining board presence, as its flying ability allows it to evade ground creatures while providing a delayed draw effect. However, there are arguably better options for similar effects, such as Sphinx's Revelation for immediate card draw and life gain or Mulldrifter for a more efficient flying creature that draws cards upon entering the battlefield.
