Silverquill, the Disputant would fit best in an Orzhov (white-black) spellslinger–aristocrats hybrid deck that floods the board with small tokens to sacrifice, then leverages cheap instants and sorceries (removal, draw, drain, reanimation, token-makers) to generate massive value through repeated copying. Since it grants casualty 1 to every instant and sorcery, it turns even simple spells like Village Rites–style effects, removal such as Anguished Unmaking, or token producers into explosive two-for-ones, making it especially strong in Commander where sacrifice synergies (Blood Artist, Cruel Celebrant, Teysa Karlov) are common. Compared to similar spell-copy commanders like Anhelo, the Painter (which limits casualty to once per turn), Kalamax, the Stormsire, or Veyran, Voice of Duality, Silverquill would likely be stronger because it provides unconditional, repeatable copying without a per-turn restriction, in colors that are excellent at producing disposable creatures.
