Textbook Tabulator would fit best in a blue-based spellslinger or tempo deck that casts a steady stream of increasingly expensive noncreature spells, since its Increment ability rewards you for spending more mana than its current power or toughness—making it scale naturally in slower, spell-dense builds rather than hyper-aggro shells; the surveil 2 on entry also supports graveyard synergy, card selection, and spell velocity, which pairs well with control, prowess-style, or even Izzet/Dimir midrange strategies.
