Thornado would be a valuable addition to a green-based midrange or control deck looking to deal with pesky flying creatures efficiently while also providing card advantage through its cycling ability. However, in a competitive Magic: the Gathering environment, there are better options such as Beast Within or Plummet that offer more versatile removal at a similar or lower cost, making Thornado less likely to see play in top-tier decks unless the metagame heavily favors flying creatures.
