While it does provide cost reduction and card selection through scrying, there are potentially better options like Baral, Chief of Compliance or Goblin Electromancer that offer similar benefits with additional advantages. However, Jace's Sanctum could still see play in decks looking to maximize spell efficiency and card selection.
