Devastating Mastery, Sorcery, designed by Jake Murray first released in Apr, 2021 in the set Strixhaven: School of Mages and was printed exactly in 5 different ways. It's currently being selled by the minimum price of 8.29.
This card, Devastating Mastery, would be beneficial in a control deck aiming to clear the board of nonland permanents while maintaining some flexibility in its mana cost. However, it may not be as efficient as other board wipe options like Wrath of God or Day of Judgment which have lower mana costs and do not require an opponent's choice for the effect to take place, so its playability may depend on the specific strategy and meta of the deck it's being considered for.

If an effect increases or decreases the cost of spells you cast, that cost increase or decrease is applied to the alternative cost you chose to pay. In that case, the cost was still paid for the purposes of the effect, even if you paid more or less for it when it was cast.

In a multiplayer game, you choose which opponent takes the prescribed action as the spell resolves.
04/16/21
The mana value of a spell on the stack is determined by its mana cost, not any alternative costs you used to pay for it.
