The Goblin Wizard card would be beneficial in a Goblin tribal deck, as it provides a way to cheat Goblin permanents onto the battlefield and offers protection against white-based removal. However, for more competitive play, a card like Goblin Chieftain might be more effective due to its ability to boost all Goblins' power and grant them haste.
