This card, Nezumi Bone-Reader, would fit well in a black-based control or sacrifice deck in Magic: the Gathering. It provides a way to disrupt the opponent's hand and synergizes with sacrifice strategies. While it is a decent card for its cost, there are more efficient options like Liliana's Specter or Mind Rake that offer similar effects with added benefits, so Nezumi Bone-Reader may not see much play in competitive decks unless in a specific theme or budget build.
