You need five or more non-creature artifacts for this combo to work. With Simic Ascendancy in play, cast Rise and Shine with Overload. Rise and Shine will put four +1/+1 counters on each noncreature artifact you control. Simic Ascendancy will receive the same number of growth counters. At your upkeep, Simic Ascendancy will check that you have 20 counters and win the game.
