A deck that focuses on sacrificing creatures or benefits from opponents sacrificing creatures, like a Rakdos sacrifice deck or a Black-White Aristocrats deck, would benefit from using Distract the Hydra. A similar card, Angrath's Rampage, may be better as it allows you to choose the sacrifice rather than players choosing, providing more control. Whether Distract the Hydra should see play would depend on the overall strategy and synergy of the deck it is being considered for.
