Thief of Blood, Creature — vampire, designed by Cynthia Sheppard first released in May, 2020 in the set Commander 2015 and was printed exactly in 3 different ways. It's currently being selled by the minimum price of 61.88.
A deck that focuses on removing counters from permanents or manipulating counters in some way would benefit from using Thief of Blood, as it can enter the battlefield with a potentially large number of +1/+1 counters. However, its high mana cost may make it less efficient compared to other cards that provide similar effects, such as Vampire Hexmage which can remove counters more efficiently for a lower cost. Thief of Blood could see play in specific counter-focused decks but may not be a staple card due to its mana cost and competition from more efficient alternatives.
