While Toby, Beastie Befriender's ability to give flying to creature tokens is strong, there are potentially better options like Divine Visitation which creates 4/4 Angel tokens instead. However, Toby could still see play in decks looking for additional token synergies and ways to overwhelm opponents with flying creatures.
