Whale of the Tale would fit well in a control or tempo deck that seeks to disrupt opponents while maintaining board presence, as it generates aggressive Pirate tokens that force opponents to attack and can be used to divert their attention from your own strategy. However, there are arguably better options for this role, such as Teferi, Hero of Dominaria, which provides card advantage and board control without the downside of giving your opponents creatures.
