Chainer's Edict, Sorcery, designed by Ben Thompson first released in May, 2020 in the set Torment and was printed exactly in 13 different ways. It see play in 1 formats: Pauper. It's currently being selled by the minimum price of 6.46.
This card would be beneficial in a deck that focuses on controlling the board by removing opponent's creatures. Decks that aim to disrupt the opponent's strategy by sacrificing their key creatures would find Chainer's Edict useful. However, there are better options available like Liliana's Triumph, which also makes the opponent sacrifice a creature but does not require mana to be cast from the graveyard. Whether Chainer's Edict should see play would depend on the specific strategy and synergy of the deck in question.

To determine the total cost of a spell, start with the mana cost or alternative cost (such as a flashback cost) you’re paying, add any cost increases, then apply any cost reductions. The converted mana cost of the spell is determined only by its mana cost, no matter what the total cost to cast the spell was.

You can cast a spell using flashback even if it was somehow put into your graveyard without having been cast.

“Flashback [cost]” means “You may cast this card from your graveyard by paying [cost] rather than paying its mana cost” and “If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack.”
