This card, Survey the Wreckage, would benefit decks that focus on aggressive strategies and want to disrupt their opponent's mana base while also adding to their own board presence. While it can be useful in certain situations, there are better alternatives such as Stone Rain or Molten Rain which can also destroy lands but at a lower cost. Whether Survey the Wreckage should see play would depend on the specific deck and its strategy, as well as the current metagame.

If the target land is an illegal target when Survey the Wreckage tries to resolve, it won’t resolve and none of its effects will happen. You won’t get the creature token.
