Blinding Flare, Sorcery, designed by Evan Shipard first released in May, 2020 in the set Journey into Nyx. It's currently being selled by the minimum price of 4.87.
Blinding Flare could be beneficial in a red aggressive deck looking to push through damage by preventing multiple creatures from blocking, especially in a multiplayer game where there are more potential targets. However, there are potentially better options like Pyroclasm or Slagstorm that provide more immediate impact or board control for a similar cost, making Blinding Flare less likely to see play in competitive settings.

If such a spell is copied, and the effect that copies the spell allows a player to choose new targets for the copy, the number of targets can’t be changed. The player may change any number of the targets, including all of them or none of them. If, for one of the targets, the player can’t choose a new legal target, then it remains unchanged (even if the current target is illegal).

The mana cost and converted mana cost of strive spells don’t change no matter how many targets they have. Strive abilities affect only what you pay.
