A deck that focuses on controlling the board and tempo, such as a blue control deck, would benefit from including Rescind. It provides a versatile option to bounce any troublesome permanent back to its owner's hand, disrupting their strategy. However, there are better options like Unsummon which only costs 1 blue mana and achieves a similar effect, making it more efficient in most cases. Rescind could see play in specific situations where the cycling ability is valued, but overall, it may not be the optimal choice compared to other available cards.
