A blue control deck focused on controlling the board and leveraging the number of Islands it controls would benefit from using Scourge of Fleets to effectively bounce multiple creatures back to their owners' hands. While there may be other cards that offer similar effects, such as Cyclonic Rift, Scourge of Fleets can be a strong inclusion in a deck that can consistently generate a high number of Islands, making it a viable option for players looking to disrupt their opponents' board states.
