This card would be a great addition to a blue control deck in Magic: the Gathering, providing both a flying threat and card draw potential with its cycling ability. While Keeneye Aven is a solid choice for such a deck, there are arguably better options like Serendib Efreet or Mulldrifter that offer more versatility or power. However, if you're looking to fill out your curve with a reliable flying creature that can also help you dig for answers, Keeneye Aven could definitely see play in the right deck.
