A deck that focuses on mass creature generation, such as a token-based strategy or a deck that can easily flood the board with creatures, would benefit most from including Blasphemous Edict. However, for a more efficient and versatile option, Damnation is a better choice as it provides a board wipe without the condition of having thirteen creatures on the battlefield. While Blasphemous Edict can be situationally powerful, its requirement makes it less consistent and likely less impactful in most scenarios.
