This combo was deleted. Doesn't work. Twinning Staff's ability takes effect if you're copying a spell, what Isochron scepter does is it copies the card, so you'll only be able to untap one of the two artifacts. You can scrap Twinning Staff and replace Burst of Energy with a card that can untap two or more permanents - dramatic reversal is usually used for this.
Tap to gain 3 mana.
Pay and tap Isochron Scepter to cast Burst Energy, which gets copied again by Twinning Staff.
The two copies resolve, untapping Isochron Scepter and mana source.
