Excise, Instant, designed by Joel Biske first released in Jun, 2000 in the set Prophecy. It's currently being selled by the minimum price of € 0.30.
Excise would be beneficial in a control deck that aims to disrupt the opponent's attacking strategy by removing key threats from the battlefield. However, there are more efficient options like Path to Exile or Swords to Plowshares that provide immediate removal without the need for the opponent to pay additional mana. Therefore, Excise may not see much play in competitive Magic: the Gathering decks compared to these stronger alternatives.
