Over Out Cold

A control or tempo deck focused on tapping down opponents' creatures and disrupting their board state would benefit from using Out Cold in Magic: the Gathering. While Out Cold has unique utility with its ability to tap creatures and prevent them from untapping easily, it may not be as efficient as other options like Frost Titan or Time Walk, which offer additional benefits or stronger effects. However, in the right deck, Out Cold could see play as a situational tool for controlling the battlefield and gaining card advantage through Investigate.

You don't have to choose any targets for Out Cold. However, if you do, and all of those creatures are illegal targets at the time Out Cold tries to resolve, it won't resolve and none of its effects will happen. You won't investigate.
