A deck focused on controlling the board by dealing with multiple attacking creatures would benefit from Hail of Arrows, especially in a white-based deck with a focus on defense. While Hail of Arrows can be effective in certain situations, there are potentially better options like Settle the Wreckage or Wrath of God that offer more impactful board wipes. Hail of Arrows could see play in specific metagames where small creature aggression is prevalent, but it may not be a staple in most decks due to its limited effectiveness against larger threats.

You choose how the damage will be divided among the target creatures at the time you cast Hail of Arrows. Each target must be dealt at least 1 damage. If any of those creatures becomes an illegal target before Hail of Arrows resolves, the division of damage among the remaining creatures doesn’t change.
