A deck that focuses on tribal synergies, such as Merfolk or Elves, would benefit from using Callous Oppressor as it can disrupt the opponent's board by stealing non-tribal creatures. However, there are better cards for similar effects, such as Vedalken Shackles, which offers more control and flexibility. While Callous Oppressor may not see widespread play in competitive decks, it can still be a fun and interesting addition to casual tribal-themed decks in Magic: the Gathering.
