Cloistered Telepath is best in blue tempo, flash, graveyard-value, reanimator, madness, or delirium decks that benefit from holding up mana and turning its enter-the-battlefield loot into selection plus a discard payoff; it is also a perfectly playable Limited filler because it replaces a bad card with a potentially better one at instant speed. In competitive Constructed, though, a one-shot draw-then-discard effect is usually not enough unless the deck specifically exploits the graveyard: `Ledger Shredder` is generally better for proactive blue decks because it repeatedly connives while providing an evasive threat, while `Merfolk Looter`-style cards can be better where repeatable filtering matters, and dedicated reanimation outlets may be more efficient for graveyard decks. It should see play primarily as a synergy card or in Limited, not as a broadly powerful blue staple.
