This card could benefit a control or tempo deck that focuses on stalling the opponent's board and disrupting their strategy. While Merrow Wavebreakers can provide evasion with its flying ability, there are potentially better options like Vendilion Clique or True-Name Nemesis that offer more impactful effects for their cost. However, in a merfolk tribal deck, Merrow Wavebreakers could still see play due to its synergies with other merfolk creatures and the ability to provide evasion when needed.

If the permanent is already untapped, you can’t activate its ability. That’s because you can’t pay the “Untap this permanent” cost.

When you activate an ability, you untap the creature with that ability as a cost. The untap can’t be responded to. (The actual ability can be responded to, of course.)
