Solemnity does not allow counters to be placed on permanents or players. Arcane Laboratory allows players to cast only one spell per turn. Whenever the opponent casts a spell, Decree of Silence counters that spell and adds a counter to itself. Since counters can't be placed, you counter all spells your opponent casts.
