A deck that focuses on low-cost instants and sorceries, particularly ones with powerful effects, would benefit from including Goblin Dark-Dwellers. Its ability to recast a spell from the graveyard for free can provide significant card advantage and tempo advantage. While there may be other cards with similar effects, such as Snapcaster Mage, Goblin Dark-Dwellers can still be a strong inclusion in decks that can take advantage of its unique ability.
