**Turtle Power!** would fit best in a casual or Commander deck built around a dedicated Turtle tribal theme—most likely Simic (green/blue), since many Turtles and turtle-adjacent cards (like *Archelos, Lagoon Mystic*, *Kiora* support pieces, or defensive ramp shells) fall in those colors. The flash is a nice surprise factor, potentially blowing out combat or protecting creatures from damage-based removal, and +2/+2 is a meaningful stat boost for typically high-toughness, low-power Turtles.
