Splicer's Skill, Sorcery, designed by Jason Felix first released in May, 2019 in the set Modern Horizons and was printed exactly in 2 different ways. It's currently being selled by the minimum price of 54.99.
This card would be beneficial in a white weenie or artifact-based deck looking to generate additional threats and value through token creation. While Splicer's Skill offers flexibility with its splice ability, there may be better options like Raise the Alarm or Master Splicer for token generation in more competitive decks. However, in a casual or themed deck centered around artifact creatures, Splicer's Skill could definitely see play for its unique interactions and flavor.

If a spell is copied, choices made while casting it are copied, so the copy will have the same abilities spliced onto it as the original.

If all of the spell’s targets are illegal when the spell tries to resolve, it won’t resolve and none of its effects will happen, including those from cards spliced onto it.

The abilities spliced onto the spell happen last, after all of that spell’s other effects. Notably, the Golem won’t be on the battlefield yet if the spell has an effect that affects all creatures, all creatures you control, or similar.
