As a token, this Jace cannot be put into a deck or cast on its own—tokens have no mana cost and can only enter the battlefield through an effect that creates them—so it should not be evaluated as a standalone playable card. If a card creates it, its −1 is useful in graveyard-centric, delirium, reanimator, flashback, or self-mill decks because surveilling can stock the graveyard while improving draws, while the −3 is simply delayed card draw; however, it is fairly low-impact unless the token enters with enough loyalty to use both abilities. For comparable real cards, Jace, the Perfected Mind is generally better for self-mill or mill strategies, Jace, the Mind Sculptor is far stronger in control when legal and affordable, and cheap cantrips such as Consider, Opt, or Thought Scour are usually more efficient if the goal is merely card selection or filling the graveyard. Therefore, this token should only “see play” if the card that creates it is already worth playing; the token itself is no
