Eluge, the Shoreless Sea would be a great addition to a control deck that focuses on controlling the board with Islands and casting instant and sorcery spells efficiently. Its ability to turn lands into Islands can help ramp up mana production and reduce the cost of spells, making it a strong choice for a blue-based control strategy. However, there may be better options depending on the specific deck and strategy, such as Tolarian Academy or High Tide for more explosive mana generation, but Eluge could still see play in certain control builds for its unique abilities and synergy with Island-focused strategies.
